Tenby Town Council seek consultants to prepare and project manage in consultation with local stakeholders, a deliverable plan to devise and install a lighting scheme for the historic Tenby Town Walls. Consideration will also need to be given the wider implication of such a scheme to the White Lion Street, South Parade and St Florence Parade, Tenby.The main aims of the action plan is outlined below.Purpose•To set out a framework for the enhancement and management of White Lion Street, South Parade and St Florence Parade including realistic and deliverable opportunities to secure architectural lighting of the medieval town walls to define the character of one of the main public gateways of the town while also being able to be used to create a spectacle for celebrations or occasions.•To develop appropriate recommendations on the location, scale and design of any lighting scheme taking account of the treatment of the public realm and landscape setting which reflect the area’s distinctive character and built heritage;•To look at opportunities to enhance the public realm and streetscape, possibly on a phased approach, to encompass all of the areas adjacent to the mediaeval town walls.•To set out in an action plan the interventions external funding opportunities necessary to implement the measures set out above.The areaThe focus will be:•The medieval town walls and adjacent public realm along White Lion Street, South Parade and St. Florence Parade.The study•needs to have regard to the setting of the town walls including the critical visual and functional relationships with the surrounding environment;•must take into account all other relevant documents;•should address measures affecting the approach to the town;•must evidence engagement and consultation with other partners and the wider communityDeliverablesTenby Town Council expects the action plan to contain the following main elements;•The support for, and feasibility of, the installation of architectural lighting of the medieval town walls.•The identification of major redevelopment opportunities for the public realm and streetscape•An action plan setting out the key steps necessary to implement the project including the requirements for and likelihood of external funding.TimescaleThis study requiring community engagement must be robust in terms of being founded on evidence, being deliverable and being derived from the consideration of options and consultation with key stakeholders. The timescale set out reflects the need for evidence collection, the iterative development of proposals, stakeholder and public consultation and the modification of the plan in the light of community engagement.The timescale currently envisaged is the following;•Procurement and appointment of consultantsocompleted by February 2019•Evidence base reinforcement and preliminary consultationocompleted by May 2019•Draft Action Planocompleted by June 2019•Wider consultationoduring July 2019•Refinement of Action PlanoAugust 2019•Final Action Planoto Tenby Town Council, September 2019Expertise RequiredBids will be invited from consultants or teams who should be able to demonstrate proven expertise in the following areas;•Urban design, planning and landscape design•Project Managing and Implementing Major Development•Development viability and site assembly•Community and Stakeholder engagement•Evidence of previous historic building lighting projects: completion and successful implementationProcurementProcurement will be in line with Tenby Town Council’s tendering procedures.AssessmentGiven the highly sensitive nature of the walls, it is the intention of the Tenby Town Council to assess tenders on a price:quality balance of 50:50.•Bidders should provide a breakdown of their proposed fixed price costs, accompanied by a single summary price.•To evidence clearly the quality component bidders will need to provide a breakdown of their proposed actions to deliver the objectives detailed earlier in this document. It is expected that bidders will provide evidence of similar work/previous relevant experience.
