Specialist Adaptations and Repairs Framework (Major Works)

Housing Resources and Assisted Living (HRAL) are a division of the County Council of the City and County of Cardiff (the "Council") responsible for making funding available towards the installation of adaptations (disabled facilities) to cross tenure properties and repairs to privately owned properties where the applicant is able to prove to the Council that they meet the prevailing criteria.The Council has a statutory duty to determine applications for grant assistance to provide such adaptations or repairs in accordance with the Housing Grants, Construction and Regeneration Act 1996 and the Regulatory Reform Order 2002. The works primarily involve the adaptation or repairs of domestic properties as a result of the approval of a Disabled Facilities Grant, Repairs Grant or any Discretionary Grant awarded to the applicant. To support this area of Major Works HRAL operate a ‘Grant Agency Service’ that provides a professional, technical and administrative service to the clients (service users). Put simply, the Council provides a service whereby the service users can appoint the Council to administer the grant on the service user’s behalf whilst working closely with the Community Occupational Therapy Service to ensure that the service users' needs are fully met. The Council is looking to establish an Adaptations and Repairs Framework Agreement, which enables the Council to place orders for such works, as and when required by the service user. The Council intends to compile a list of contractors who can demonstrate through the selection process that they are able to meet these requirements.The works ("Major Works") may include (by way of example only) the provision of special bathing facilities (e.g. level access shower facilities), ramping, door widening, roof renewals, window and door replacement, internal refurbishment, re-wiring and occasionally the conversion of existing dwellings. There may also be an element of associated repair work within a wider schedule of adaptations work. These are only examples of the types of works anticipated and the specific requirements of the works required are set out in the PQQ and invitation to tender documentation. Following the Stage 1 Pre Qualification process the Council will short list up to 18 contractors who are able to evidence satisfactory competencies in sections A-D of the PQQ, have confirmed and signed the declaration in section F and are able to evidence competencies in respect of the Major Works specific requirements in section E of the PQQ. Those contractors who are short-listed (subject to the specified maximum) will be eligible to proceed to Stage 2, the Invitation to Tender process.The Stage 2 ITT process will be evaluated on the basis of Price (30% weighting) and Quality (70%) weighting. At the end of the Stage 2 Tender process the Council intends to select up to 10 contractors (subject to that amount meeting the minimum thresholds and requirements in both the PQQ and the ITT) to be appointed to the framework to complete the Major Works. Potential bidders should note that the Council is currently reviewing the way in which it procures its building maintenance services and that the adaptations and repair works that are the subject of this contract notice may fall within the scope of any new solution. For this reason extension options that may be granted under the framework envisaged by this contract notice will be subject to such work not being incorporating into any new arrangement.
