Violence Intervention Project (VIP) who target young people between the ages of 11 and 25 who have been arrested for a serious violent incident and are in Police custody, or who have attended the emergency department for treatment following a violence related injury. The Phoenix Programme targets people who have been selected through a strict criterion of being involved with violence with a clear group dynamic. This cohort are subject to a focused deterrence approach, with robust support and opportunities offered, one of which is the ETE provision. The target for referrals is 75 per year (1/4/25- 31/3/26) combined from both interventions. During the 2025/2026 year, there may be an additional route for referrals and there is an expectation that Leicestershire Cares could pivot to take these extra cases, but not to increase above capacity of 75. The service that Leicestershire Cares offers to any of these people referred through a VRN intervention is an assessment of needs followed by a plan which details the targeted support required around ETE to meet their personal goals. A dedicated case worker is allocated and will support the person to achieve their goals. There are also opportunities for ongoing employments through local organisations that work with Leicestershire Cares.
