Title: SS14 109-The Provision for Mental Health Assessors as Required by Kent Mental Capacity Act Deprivation of Liberty Safeguards (MCA DOLS) Service.Summary:The Opportunity:This is a new service which will provide Mental Health Assessors for DOLS statutory assessments for the increasing large numbers of non-priority DOLS referrals, so as to enable KCC to fulfil its statutory responsibility as a supervisory body under the Deprivation of Liberty Safeguards. Kent County Council invite suppliers with experience of DOLS assessment work, underpinned by an expert knowledge of the Mental Capacity Act and Deprivation of Liberty Safeguards to tender for a contract for the provision of this service.Please note this opportunity is specifically for the Deprivation of Liberty Safeguards for Mental Health Assessors.This is not to be confused with SS14 20 Community, Mental Health and Wellbeing Services.Background:Kent County Council (the Council) is the largest county council in England covering an area of 3 500 square kilometres. It has an annual expenditure of over 900 000 000 GBP on goods and services and a population of 1 300 000 GBP. The Council provides a wide range of personal and strategic services on behalf of its residents, operating in partnership with 12 district councils and 289 parish/town councils.The Mental Capacity (Deprivation of Liberty: Standard Authorisations, Assessments and Ordinary Residence) Regulations 2008 outline the requirements for DOLS assessments undertaken by Mental Health Assessors. The Supreme Court judgement of 19.3.2014 has resulted in a significant increase in DOLS applications in Kent and hence continuing high numbers of referrals awaiting to be processed.This service will provide administration for receiving referrals, locating and instructing suitably qualified and experienced Mental Health Assessors for DOLS mental health assessments and DOLS eligibility assessments (and DOLS mental capacity assessments only in exceptional circumstances on agreement between the Kent MCA DOLS service and the provider organisation) and ensure such assessments are undertaken and relevant forms completed and returned in a timely fashion.Further background and technical information can be found within the tender documentation.Expression of interest and tender process:Expressions of interest will only be accepted via the Kent Business Portal.
