St Fagans National History Museum Redevelopment Project: Design Services

Part A: the ProjectAmgueddfa Cymru – National Museum Wales (“NMW”) has applied for a Heritage grant from the Heritage Lottery Fund (“HLF”) for the refurbishment and development of St Fagans National History Museum (the “Museum”) (the “Project”).NMW anticipates that the Project will include, but is not necessarily limited to the following:• the construction of a new pavilion gallery structure on the site of the Museum, such gallery to be designed and constructed to the BREEAM Excellent standard;• the refurbishment of the Museum’s existing entrance building and galleries exhibition; • the fit-out of both the new pavilion gallery structure and the refurbished existing entrance building and galleriesThe total budget for the Project is circa £18 million (net of fees). NMW intends to appoint one or more contractors to undertake the construction elements of the Project described above in due course. However, please note that such appointment(s) will be the subject of one or more separate notices and are not covered by this contract notice. The information set out above is provided for background information only. Part B: the Design and Engineering ServicesThis contract notice concerns the proposed appointment by NMW of one or more service providers to provide design and engineering services in respect of the Project, and particularly for the provision of the following services:• Lot one: architectural services for the design of the refurbishment of the existing entrance building and galleries • Lot two: architectural services for the design of the new pavilion gallery structure and the associated drainage / external works;•Lot three: mechanical and electrical engineering services for the design of the refurbishment of the existing entrance building and galleries and the new pavilion gallery structure and the associated drainage / external works;•Lot four: structural engineering services for the design of the refurbishment of the existing entrance building and galleries and the new pavilion gallery structure and the associated drainage / external works;•Lot five: exhibition and interpretive design services for the design of the new pavilion gallery structure and the refurbishment of the existing entrance building and galleries.NMW is inviting organisations to issue a request to participate in the tender process for one or more or all of the above lots. The designs for both the refurbishment of the existing entrance building and galleries and the new pavilion gallery structure and the associated drainage / external works will be developed simultaneously.Those organisation(s) which are successful in being awarded one or more of lots will be required to work together to ensure that the design of the refurbishment of the existing entrance building and galleries and the new pavilion gallery structure and the associated drainage / external works are developed up to RIBA Stage D by the end of June 2011, subject to receipt of HLF approval at the end of stage C.Once the designs referred to above have been developed up to RIBA Stage D the construction works to be carried out in respect of the Project are likely to be phased and NMW anticipates that the initial emphasis will be on the construction of the new pavilion gallery structure and the associated drainage / external works, followed by the refurbishment of the existing entrance building and galleries, although this may be subject to change. Those organisation(s) which are successful in being awarded one or more of the lots described above will, subject to its successful performance and subject also to the provisions of Part C below, be retained following the development of the designs up to RIBA Stage D to provide the full range of design services during the carrying out of the construction works relevant to their lot, from RIBA Stage D, through to RIBA Stage L (post practical completion).Part C: FundingPlease note that HLF will carry out a review of the Project at RIBA Stage C and RIBA Stage D The availability of funding for subsequent stages of the Project (including construction of the new pavilion gallery structure and the associated drainage / external works and the refurbishment of the existing entrance building and galleries) are dependent upon HLF being satisfied with the progress of the Project following the reviews described above, including the development of the designs referred to above to RIBA Stage D by the end of June 2011. NMW cannot therefore guarantee that all of the services described above will be required.Part D: Response to this Contract NoticeOrganisations interested in participating in the tender process for one or more or all of the lots described above are required to complete and submit a pre-qualification questionnaire (“PQQ”) by the date set out in Section VI.3.4 below.
