St Helena: Technical Assistance to the Procurement of an Air Service Provider.

On 3.11.2011 the Department For International Development (DFID) approved a project to develop air access to the UK Overseas Territory of St Helena. The island of St Helena is of volcanic origin and covers 47 square miles in the South Atlantic Ocean. St Helena is over 4 000 miles from the UK, 700 miles southeast of Ascension Island, and 1 700 miles from South Africa. The project comprises design, construction and operation for a period of 10 years of an airport, and the provision of air services. DFID, on behalf of the St Helena Government, is now seeking to appoint a service provider (including but not limited to SMEs, limited companies and joint ventures) with demonstrable expertise in the procurement and establishment of air services. The objectives of the technical assistance (which is split into two phases) are:- Phase 1 - Undertake route analysis, market analysis and market testing to identify feasible procurement options for air services to a recognised international hub or hubs.- Phase 2 - Support the St Helena Government and DFID in reaching a contract with an air service provider to provide air services to St Helena (and, if feasible, between St Helena and Ascension Island).Full details are available in the draft Terms of Reference
