The Scottish Environment Protection Agency (SEPA) is the enforcing authority for processes prescribed for control under Part 1 of the Environmental Protection Act 1990, the Industrial Emissions Directive 2010 and installations under The Pollution Prevention and Control (Scotland) Regulations 2012. In the discharge of its statutory duties it is required, for prescribed processes which have been authorised, that compliance with conditions placed in environmental licenses is checked and that emissions to the environment are monitored. In order to fulfil this objective, in an effective and efficient manner, SEPA's intention is to obtain services from one or a number of contractors to carry out audit monitoring at a number of sites throughout Scotland.SEPA wishes to carry out a programme of testing to measure the concentration of pollutants emitted into the environment. Sampling and analytical services are required for all tests. The range of pollutants will include particulate matter – including particulate size fractionation, combustion gases, volatile gases, acid gases, metals and dioxins & furans.The following are examples of the type of processes that are likely to be included in the contract: power stations, energy from waste plants, petrochemical processes, chipboard manufacturers and glass manufacturers.
