Market Engagement - Stock Condition Surveys
The Council is currently reviewing how it delivers Stock Condition Surveys across its housing portfolio of over 7,600 homes. Ensuring accurate, up-to-date condition data is essential for compliance, effective asset planning, and maintaining homes that meet residents' needs.
To support this, we are preparing to go out to market and are hosting a market engagement session with prospective bidders. The session is a face to face and will be held at the Meadows Centre, 299 Arbury Road, Cambridge CB4 2J, on Thursday 11th September from 2.30 - approx. 4.30pm. Please ensure that you notify the council of your interest via the portal. There should be no more than THREE (3) attendees from each organisation
Our objectives include:
• Clearing the existing backlog through a one-year, fully outsourced programme.
• Maintaining data quality through a five-year rolling outsourced programme covering ~1,500 properties annually, with potential extension up to seven years.
The estimated value of the programme is £80-£130 per property, translating to around £155,000 per year or £777,000 over five years. We are open to refining this based on real-world delivery models, efficiencies, and innovations identified through engagement with the market.
What We Want to Explore
The session is an opportunity to:
• Test the feasibility and attractiveness of the delivery model.
• Understand what a realistic, efficient, and high-quality delivery programme could look like.
• Discuss potential routes to market (framework, DPS, open tender).
• Explore mobilisation timelines, risks, and early considerations (e.g. data management, access, performance, TUPE - though TUPE is unlikely).
Next Steps
The Council is aiming to mobilise this work before Christmas 2025, so pace is important. This engagement will inform our final specification, procurement route, and delivery expectations.
