StocksbridgeScope of worksEnabling worksRestrictions and Relevant PhasingIn order to construct the 'Fox Valley Retail Development' significant enabling works must be first executed by the Contractor:1. Construction of new warehouse facility on the West end of the steelworks.2. Relocation of Outfall 21 and construction of a new car park.3. Diversion of existing services presently crossing the site on the high level pipebridge diverted underground in the strip of land to the East of the retail site.These works must be fully complete and accepted before the site is vacated.The Contractor shall allow 2 weeks at the end of these works for end user to relocate into the complete areas before they obtain possession of the said area.During the course of the contract the Contractor is also required to complete the flood protection works. This work is in an 'operational' area, see later in this regard.In regards of all works executed under this contract the current site user must have uninterrupted access for HGV's to and across the operational areas.The current site user require that the retained areas of their site be fully secure at all times. The Contractor shall provide all necessary fencing, etc. and maintain this.Operational areas – these are areas the Contractor is required to work but are also part of the current site users operations.The Contractor will need to liaise closely with the current site users representatives, meeting as necessary (at least weekly) and at these meetings to agree method statements, materials delivery, etc. and fully observe the current site users health and safety requirements.All the Contractors' operatives will be required to be fully inducted by current site users before works commence.Contractor's vehicles will need to be registered for the purposes of the number plate recognition system operated by current site users throughout the site. Vehicles not so registered will have to be cleared by current site users before they can proceed. This may mean manual checks at gates, etc.The Contractor's workforce and vehicles will be subject to right of search by the current site users security. The Contractor shall ensure that all relevant persons, subcontractors and suppliers are aware of this fact.The Contractor will have site areas not used by current site users during the execution of the works. These are known within current site users as CDM sites.The Contractor shall be solely responsible for health and safety in these areas but shall ensure his operatives are compatible with current site users requirements particularly his fire plan.All CDM sites will be fully fenced and secure.In regard of specific areas, the Contractor is to note the following:-1. WarehouseDay 1 of the contract – the Contractor will take possession and construct the new rail and road link indicated AB.Access to these works shall be via Gate 1 across the bridge and shall be shared with current site users who may provide a security presence at the gate.On completion of the new rail road link the Contractor's site will be redefined line and the full site will be CDM defined.2. Outfall 21 and current site users Car Park WorksDay 1 – the Contractor shall demolish the existing garages and create a temporary car park area for current site users. The Contractor is to note that he is to provide 132 car parking spaces for current site users at all times until the car park is constructed and handed over to current site users.Current site users will then vacate the area to allow the Contractor to construct Outfall 21 and car park works and this proceeds as a CDM site. However, the Contractor shall maintain a safe route through this area for HGV at all times. Such access to be to current site users agreement and acceptance.Certain drainage works are required within the current site users courtyard to facilitate the relocation of Outfall 21. These will be done at times to be agreed with current end user to cause minimum disruption.The existing security office is contained within the building to be demolished. Beforehand the Contractor shall provide a suitable portacabin for temporary use in a position to be agreed by current site users who shall be responsible for relocating number plate recognition cameras, etc. The Contractor shall include for providing services to the portacabin and removal on completion of this element of the works.The Contractor shall ensure that current site users boundary remains secure at all times.The new Outfall 21 will be operational and subject to testing for a period of 6 weeks after Practical Completion of the installation and associated drainage before the Environment Agency will allow demolition of the existing facility.3. Diversion of High Level ServicesThe following works shall be executed by one of the current site users approved companies:-Pipework/Gas/Water Subcontractors:Electrical Contractors:The Contractor is to excavate trenches as required or bring the site up to the necessary level, provide all attendances and carry out all builders work in connection and fully protect the services to ensure no damage occurs or interruption to the services.Once the services have been successfully diverted and operational to current site users satisfaction the high level pipebridge can be demolished.The flood protection works – Section 2All this work is in the current site users operational area. There is no specific time for this to be executed but will need to be agreed with current site users regarding sequence and material delivery/storage and 'just in time' may be appropriate here for materials to be delivered. The railway line and one row of steel supporting trees will require relocation. These works must be finished before commencement of the foundations to the Fox Valley Retail Park.Fox Valley Retail Park Development(Blocks E and G) – Section 3The work in this section comprises:-— Block E1/E2 –ground and first floor offices— Block E3/E4 –ground and first floor offices— Block G – Refurbishment of existing building to provide officesExternal works and drainage associated with the above including walkway from Manchester Road adjacent No. 458.Fox Valley Retail Park Development – Section 4The scheme comprises the following:-— Block A – retail at ground floor and offices at first floor— Block B – mixture of retail and offices at both ground floor and first floor— Block D – ground and first floor offices (possession 2 weeks after completion of Section 3)— Block F – retail at ground floor— External works and drainage to retail park— Coffee Shop – retail at ground floor— Section 278/38 Works including bridge strengthening— Long stay car park to Hunshelf Road— Works to 452/454 Manchester Road (possession 2 weeks after completion of Section 3)— Town Hall works (possession 2 weeks after completion of Section 3)BREEAMThe Contractor's attention is drawn to the BREEAM Schedule and that the offices element of the project must obtain a 'very good' rating under the BREEAM scoring. The Contractor shall obtain a certified 'very good' rating employing a suitably qualified BREEAM Consultant.Should the offices element of the project not achieve a 'very good' rating then the Contractor shall be liable for the reasonably and properly incurred costs, expenses and losses of the Employer which arise out of or in connection with the Contractor's breach.The initial Target Pre-Assessment is attached for an earlier version of the scheme.
