Wrexham County Borough Council (The Council) is seeking to appoint consultants to advise and to support it to develop a strategic asset management plan which is both realistic and delivers significant results in a short to medium term (1-3 year) timeframe.The appointed consultants will review the Council’s strategic approach to the management of key assets, revise where necessary and then develop a clear, concise and costed action plan with incremental steps to inform delivery. This will involve undertaking a comprehensive review of the Council’s strategic asset management plan to ensure that it is properly aligned to its operational needs for the period 2011-2021. Examining and critically evaluating the Council’s business case for its office accommodation review.Critically reviewing the Council’s other property assets (excluding commercial estates and housing)to provide clear advice and guidance on its strategy for retention and investment or disposal.Completing a desktop exercise to map all public sector property assets within the county borough (land and buildings) using e-pims to review and advise on the potential for the joint use of accommodation.Reviewing the Council’s strategic land holdings which have significant development and regeneration potential, in order to produce an assessment tool which will enable the Council to test the potential of candidate sites (and buildings) against an agreed set of criteria (to assist in decision making) and alignment with the Council’s priorities.The outcome of the commission will be for the Council to have a comprehensive asset plan which clearly identifies a range of options, highlighting what can be achieved, by when, at what cost and with net savings delivered.
