Strategic Equality Assessment (SEA)

Formal tenders are invited to carry out the following activities on behalf of the “Winning in Tendering” project:A.Develop a bespoke and meaningful Equality Policy for the “Winning in Tendering” project, consistent with partner policies and also adaptable to any future European funded projects we become involved in.B.Carry out an initial project review/assessment of planned project activities and intended working methods in order to provide a bespoke, practical and innovative plan which will ensure decisions are made that are consistent with the WIT Equality Policy. This review (and subsequent reviews) must focus on what is practical given the constraints that the project and partner organisations face. The review(s) should identify both ‘quick wins’ and medium and long-term goals. A bespoke and practical booklet for staff is also required to ensure actions adopted are consistent with the WIT Equality Policy. This booklet should include an appropriate checklist for staff in relation to different project activities (e.g. marketing, choice of venue, etc) and the equality aspects that should be given due consideration. C.Develop and provide bespoke, practical, user-friendly and innovative tools and techniques to monitor equality aspects of the project. Appropriate guidance/training should be provided if necessary to ensure the “Winning in Tendering” team are able to use these tools. D.An annual Strategic Equality Assessment of the project’s performance in relation to equality, i.e. in 2012 (for the 2011 period), 2013 (for the 2012 period) and at the end of 2013 (for the 2013 period). It is intended the 2011 review will provide a baseline for comparative purposes in future reviews, thus enabling benchmarking of progress. Each review should identify specific, measurable, achievable, relevant and time-based improvement objectives that will form the foundation of progress in subsequent years. A final Strategic Equality Assessment of the entire project’s performance in relation to equality (at the end of 2013) will also be required - this evaluation will clearly identify lessons learned in order to benefit future projects.
