This contract is for the provision of a separate Medical Interventions service and a Psycho-Social Interventions service. The contract will be let as 3 lots:Lot 1 – Medical Intervention Service.Lot 2 – Psycho-Social Intervention – Structured Group Programmes.Lot 3 – Psycho-Social Intervention – One to One Interventions.Eligibility for receipt of the services outlined below is restricted to people over 18 years of age who are affected by drug and alcohol problems and are residents of the Local Authority boundary of Portsmouth.Lot 1: Medical Interventions.Full range of medical treatment interventions relevant to substance misuse (drug and alcohol) community based treatment. This will include, but not be limited to: substitute prescribing for opiates; medically assisted community reduction and detoxification from opiates and/or alcohol; pharmacological and other medical support in relation to other substances of dependency and misuse (e.g. amphetamine, benzodiazepine); medication for symptomatic support/relief in cases of withdrawal from substances of misuse; pharmacological interventions to support abstinence/relapse prevention as part of a holistic programme of support. There are currently approximately 500 people on substitute prescribing.Psycho-social Interventions:Provision of a range of intervention services to meet the needs of people in their journey from chaotic dependency/addiction to recovery. Providing a range of interventions is recognised as necessary to accommodate the diversity of individual needs, learning styles and choice.Lot 2: Psycho-social Interventions: Structured Group Programmes.Provision of intervention programmes to accommodate drug and alcohol users to enhance engagement with treatment, enhance motivation for positive change, seek, attain and sustain abstinence and/or controlled drug use, develop skills for recovery, prevent relapse and increase recovery capital including engagement with employment, volunteering, training and education. There are approximately 250 people accessing the structured group programmes over the course of a year.Lot 3: Psycho-social Interventions: One to one Interventions.Provision of counselling and/or other evidence-based one to one interventions to support progression through treatment into sustained recovery. Engagement with one to one interventions could be on a “stand-alone” basis or integrated with other treatment and recovery support. There are currently approximately 130 people accessing the counselling service over the course of a year.
