The Cwm Taf Substance Misuse Area Planning Board (APB) is responsible for commissioning and coordinating substance misuse services throughout the Merthyr Tydfil and Rhondda Cynon Taf County Borough areas. The APB’s membership is multi-agency and includes senior representatives of the two Local Authorities (Rhondda Cynon Taf and Merthyr Tydfil), Cwm Taf UHB, South Wales Police, Probation, Public Health Wales and Welsh Government.Substance Misuse Services for People living in the region of Cwm Taf is currently provided by 3 external Providers and members of the APB to approximately 2000 service users across multiple locations within Cwm Taf.Historically these services have developed independently in different parts of the Health Board area. This has led to inequity of both access and service provision across the Health Board area and potential gaps and duplication of service. In addition, trends and patterns of drug use have evolved over time leading to varying needs.To address these issues, in December 2016 the Area Planning Board commissioned an external consultancy firm to independently review all local substance misuse service provision.The review highlighted the need for a single Integrated Service Model built on current good practice, but ensuring more efficient collaboration, use of resources and equity of service.The new service model has been designed and will now need to be implemented. To achieve this RCTCBC acting as the lead commissioner for Cwm Taf intends to undertake a competitive tendering process in order to secure current and future services. It is anticipated one Lead Provider will be appointed to provide services across the Cwm Taf region.
