Key Requirements to be Delivered under the contract: The specification for the Supply and Installation of Air Monitoring Equipment for Continuous automatic monitoring of Oxides of Nitrogen shall include: The analysers must provide NO-NO2-NOx measurement using chemiluminescence method, under EU Standard Method EN 14211:2021. The analysers must be approved by DEFRA for use in the UK for LAQM purposes. The requirements for UK Oxides of Nitrogen analysers are set out in the Continuous Ambient Measurement Systems (CAMS) performance standard. Proof of DEFRA equivalence approval should be submitted with quotation. The analysers should be capable of being manually calibrated on site. Span gas cylinders with regulators and associated pipework and zero gas generators to be supplied new to the existing stations. The analysers should have Ethernet/serial ports for communication and data transfer via ethernet and / or RS232. They require to be capable of connecting to either of the Council’s two existing data viewing programmes – Ecoweb, or Acoem online. Any additional equipment required for this connection requires to be detailed in the price quote submitted. The first-year hosting will be included in the price. Power supply: 230V, 50Hz, max. 250VA. Instrument and associated equipment, including gas cylinders, must be capable of being installed inside existing enclosure. The two sites in which the NOx analysers will be situated are Adele Street, Motherwell and Whifflet Street, Coatbridge. Photographs of the interior of the two monitoring stations are included below. For information, the dimensions of the existing NOx analysers in place are L 55cm x H 22cm x W 44cm. One year’s service and maintenance of the analysers to be purchased must be included within the tender. It is crucial that monitoring is carried out as accurately as possible in order to produce high quality data and to ensure data capture rates greater than 90% are achieved. As such the contractor will be required as a minimum to undertake the following: Suitably qualified and experienced personnel to attend 2 x 6 monthly on-site routine service visits. The supply and replacement of consumables/parts if required during a site visit and all labour and travel costs of such visits. The provision of a site visit report following each visit. The site visit report must be provided to the Council by email within 10 working days of the site visit being undertaken. The report must provide details of all parts that were inspected and serviced as well as any consumables that were replaced of that require replacing.
