Supply & Maintenance of an Unattended CCTV Enforcement System

Parking and enforcement plays a critical part to deliver the London Borough of Hillingdon's Parking Policy by seeking to reduce congestion, increase compliance and reducing dangerous driving. Therefore, it's imperative that an unattended CCTV enforcement system that underpins the London Borough of Hillingdon is reliable, fully operational and where maintenance and support is required that it is responsive to remedy the issues effectively. The London Borough of Hillingdon views public transport and school keep clear enforcement as an integral part of reducing congestion and ensuring high levels of road safety. Therefore the Council wishes to contract with a suitable and highly qualified contractor to provide the supply and maintenance service for an unattended enforcement system for public transport areas and school keep clear restrictions. The Council requirement is for the; Lot 1 - Hire of unattended camera enforcement systems for public transport areas and school keep clear restrictions Lot 2 - Purchase of unattended camera enforcement systems for public transport areas and school keep clear restrictions. The London Borough of Hillingdon retains the right to award some, all or none of the Lots described within the 2 (two) Lots). Suppliers must clearly indicate which Lot they wish to tender for. All suppliers must complete the Qualification & Technical Envelopes regardless of the number of Lots they choose to bid for. All suppliers should complete the Commercial Envelope for the Lot(s) they are bidding for. The Council will require all of the required public transport and school Keep Clear restriction enforcement systems specified in this Contract to be installed and fully operational by 2nd September 2016. It is expected that this contract will be awarded on 20th June 2016. As part of the tender submission, Contractors must provide a detailed project plan of how they would meet this timetable, taking into account any software development work which may be required to enable the proposed enforcement system to integrate with the Council's parking software system and the need to obtain Approved Devices Certification from the Vehicle Certification Agency, which has been appointed to act on behalf of the Secretary of State. As part of the tender submission, the Contractor must confirm whether they can meet this requirement. The Council also requires that the Contractor specify a maximum timescale for the delivery, installation and testing of an Unattended CCTV enforcement system for any system ordered after 2nd September 2016. This timescale will then remain in force during the full duration of this contract, including any extensions. The Council will use this maximum timescale when planning the introduction of future Unattended CCTV enforcement systems.
