Command and control system.The Ministry of Defence has for a requirement for an interim Deployable Air Surveillance and Control System (DASACS) to provide Defence with a limited, persistent, scalable, deployable ground-based Air Command and Control (C2) capability. The interim DASACS will provide ground based support to No 1 Air Control Centre (1ACC) and other tactical Air C2 Force Elements and is complementary to Airborne Warning and Control System (AWACS) and Maritime Air Defence capabilities, plus other ISTAR assets which may be deployed. The system will permit individual or scalable combined capabilities to be deployed, such as a comprehensive layered Air Defence system, depending on the operational context, to meet the Commander's Intent.Project Heimdall is an interim DASACS system to replace the current deployable Tactical Air Control Centre (TACC) system which will be nearing its end of life in 2017. This Air C2 capability has to be sustained to support military tasks out to 2023. Heimdall shall provide the core aircraft control system with a dedicated Voice Communications System that connects to the UK Defence Network of radars and radios. The Heimdall requirement includes providing the hardware and software elements of the DASACS system, in a suitable configuration for transport and deployment. The provision of radars is outside of the scope of the requirement.Heimdall is an equipment delivery project, including training requirements and an initial support solution for up to 7 years.It is expected that, given the time-frames for Initial Operating Capability (IOC) in 2018, the Heimdall system will be relatively mature and within the provider's range of existing products.Please see the ‘Additional Information’ section for further details and the DPQQ access code.The Authority reserves the right to withdraw the Heimdall requirement at any time. Respondents shall bear all costs associated with preparing and submitting the DPQQ; should the requirement be cancelled, the Authority will not reimburse costs.
