Descriptions

The Contracting Authority is responsible for ensuring the counterfeit resilience and quality of Bank of England banknotes. The authority wishes to enter into a contract for the supply of a transfer foil security feature for use in the production of banknotes. Such feature shall be applied via a hot foil process using an Optinota. The authority places significant importance on the supplier meeting its technical specifications for the foil security feature and implementing robust security processes, quality management and business continuity procedures.The authority expects the contract to provide for an initial period of development followed by supply for 120 months, with the option to extend (at the Banks discretion) for further periods up to a maximum of 168 months.Type of procedure: Competitive procedure with negotiation (Regulation 29).It is the authority's intention that the competition will be structured so as to take place in successive stages in order to reduce the number of tenders to be negotiated by applying the award criteria; however, the authority reserves the right to award the contract on the basis of the initial tenders without conducting negotiations.Electronic access to the Pre-Qualification Questionnaire is available at www.bankofenglandtenders.co.uk In order to protect essential security interests in respect of national currency (and in accordance with the ability for the authority to impose requirements aimed at protecting the confidential nature of the information in the procurement documents), access to procurement documents (other than the Pre-Qualification Questionnaire) is restricted to those suppliers who are invited to tender following evaluation of all responses to the Pre-Qualification Questionnaire. All suppliers invited to tender will be required to enter into a confidentiality agreement with the authority prior to such documents being provided.
