Supply of an electronic resource providing appropriate legal information

The Welsh Assembly Government's Library Service requires an electronic resource that will provide access to a comprehensive range of full-text cases and case law, full text of legislation, legal journal archives and commentary, from the UK (especially Welsh legislation) and the EU. A current awareness service is also required (updated at least daily), which can provide an alert service supplying users with email updates on specific subject areas.All staff within the Welsh Assembly Government (approximately 6000 staff) will require access to the resource via IP recognition and it must work across multiple sites i.e. Welsh Assembly Government offices across Wales. Please note that the majority of the 6000 staff quoted would not generally use the service.There is a need for the information to be viewed and/or downloaded immediately, usually from the contractor's website. The contract does not require any database development work.The successful contractor is expected to be the publisher and collator of legal material in an electronic format with no input from the awarding authority.The awarding authority reserves the right to request parent company and/or other guarantees of performance and financial liability.Payment terms will be indicated in the contract documents. Tenders to be priced in Sterling and payment will be made in Sterling only.No special legal form required but joint and several liability assumed by all group bidders before acceptance.The Authority reserves the right to consider variant bids.The Authority reserves the right to split the requirements into lots.Companies expressing an interest must complete and return the attached prequalification questionnaire and return it completed with any associated documents to the above address by 17:00 on Friday2nd July 2010. All correspondence must quote Contract Number C-18/2010/11.For Consortium bids the information must be provided for each member of the consortium.
