The full requirement is detailed in the specification that is included as part of the tender documents but includes:* An online tool that is easy to use and search, that provides information clearly and is easy to understand. This service will be used by non-legal specialists.* Access to the service will primarily be regulated by IP address and should enable all UK-based Welsh Government staff to access the service.Regular users of the service should be able to be provided with a personal username and password to facilitate their use, and to enable alerts, saved searches, search histories etc.Administering access to the service should not be overly burdensome to Library & Archive Services staff.* Fully consolidated, current and in-force UK legislation databases including:Primary legislation: UK, England, England and Wales, and Wales public and general acts including Measures and Acts from the National Assembly for Wales Consolidated primary legislation from the Scottish Parliament and the Northern Ireland Assembly should also be included.Secondary legislation: statutory instruments (from across the UK, including Scotland and Northern Ireland),The service should be frequently updated, and should reflect, to the best endeavour, current in-force legislation together with accurate and up to date supporting materials.Direct or easy access to historical and prospective versions of this legislation should also be available.Easily access to linked relevant commentary and analysis of the legislation, at provision level, providing information on interpretation, meaning, Pepper v Hart information etc. details of case law, legal journal articles should be provided.* European legal information including directives, regulations etc. and clear access to information on UK implementation measures is also required.* Full text of cases and case law from the UK and Europe.* A comprehensive index of legal journal articles and commentary resources, with some full text availability where possible.* The Contractor will also provide an updating, current awareness service. The service will enable requests to be tailored to users’ specific needs. The service should be searchable and accessible through email alerts / RSS feeds* Content from the service will be able to be downloaded or email to users’ in formats that can be saved and worked on and meets the users’ requirements (minimally RTF, Microsoft Word, Excel, PDF)* From 2018 certain areas of taxation / revenue generation will be devolved to Wales. A range of taxation commentary, analysis, and journal articles will need to be included within the resource.* Provision of training provided free of charge and the usage statistics available without incurring additional costs.
