The full requirement is detailed in the specification that is included as part of the tender documents but includes:The Client is seeking to subscribe to an ‘off-the-shelf’ legal information service that contains:•full text of consolidated, current and in-force UK legislation, including:•Primary legislation: UK, England, England and Wales, and Wales public and general acts including Assembly Measures from Wales, and when enacted Acts of the National Assembly for Wales and local acts, if possible). If possible consolidated primary legislation from the Scottish Parliament.•Secondary legislation: statutory instruments (from across the UK, including Scotland and Northern Ireland if possible),•If possible, direct or easy access to historical and prospective versions of this legislation should also be available.•Easily access to commentary and analysis of primary legislation, at section by section level, providing information on interpretation, meaning, Pepper v Hart information etc.•Consolidated legislation should provide easy to interpret versions of legislation, especially for Wales. Directly comparable “parallel texts” of legislative provisions should be displayed where textual differences are found between England, Wales, Scotland and Northern Ireland – and any combination of these.•European legal information including directives, regulations etc.•full text of cases and case law from the UK and Europe, and•a comprehensive index of legal journal articles and commentary resources, with some full text article availability if possible.The Contractor will be the publisher and host of this online service and provide editorial staff and researchers that can maintain and update the content and deal with enquiries from the users. These points are especially pertinent in the display of consolidated legislation as applicable in Wales, and for legal commentary on primary legislation.The service will be used mainly by non-legal specialists and should therefore be easy to use, search and navigate, with information clearly laid-out, and be intuitive to use.The Contractor will also provide an updating, current awareness service specific to individuals’ needs. This updating service will be delivered to users’ desktops by email, if requested.Content from the service will be able to be downloaded to users’ desktops in a format that can be saved and worked on and meets the users’ requirements (minimally RTF, Microsoft Word, Excel, PDF)Access to the service will be by IP recognition rather than by username and password and all staff within the Welsh Government (approximately 5500 staff, including 120 Lawyers) will require access to the resource. Please note that the majority of staff would not generally use the service. A small number of usernames and passwords will be required by the Client’s library staff and a few other regular users to enable them to set up alerts and saved searches.Where possible, please provide price quotations on the following bases:•Access for all Welsh Government staff, at all sites, without restriction on number of concurrent users•Access for all Welsh Government staff, at all sites, with a restriction of 200 concurrent users at any one timeIn effect, the Contractor is expected be a publisher and collator of legal material in an electronic format.
