Supply of Personal and Vehicle Mine Extraction Kits (PMEK/VMEK)

Security, fire-fighting, police and defence equipment. Land mines. Special Projects Explosive Ordinance Disposal and Search (SP EOD&S), herein known as the authority, has a requirement to procure a number of Personal Mine Extraction Kits (PMEK) and a smaller number of Vehicle Mine Extraction Kits (VMEK). These kits are used by an individual to extract themselves (PMEK) or a vehicle (VMEK) from a minefield, by enabling the safe identification and marking of mines and tripwires.The PMEK and VMEK systems contain: A mine prodder, A tripwire feeler, an aide memoire, safe (white) day route markers (20 in PMEK and 200 in VMEK), suspect (red) day route makers (5 in PMEK and 10 in VMEK) and a pouch (PMEK) or hard case (VMEK), containing these components. The pouch and hard case also need to hold cyalumes for night marking. In addition to those listed, the VMEK hard case must hold 50 6-inch cyalumes, however these will be provisioned under a separate contract. The PMEK pouch must hold 20 green (safe) cyalumes and 5 red (suspect) cyalumes. The cyalumes will be provisioned under this contract but should be available separately upon request by the authority and not included as standard in the PMEK system.The authority has a requirement for an initial order of approximately 4 000 PMEK systems, 70 VMEK systems and 2 000 sets of cyalumes, which may be met through a series of staggered deliveries. Additional orders will be placed on an ad hoc, as required basis. There are also options to make minor changes to individual holdings up until the Out of Service Date, such as a potential upgrade of 6 500 mine prodders.Successful tenders will be responsible for the manufacture and supply of the PMEK and VMEK systems and the procurement of PMEK cyalumes. If successful in their bid, tenderers will need to ensure that: an agreed upon level of quality is met, the initial order is delivered within 6 months and subsequent orders are delivered within 3 months, minor changes can be made to holdings, various order sizes can be fulfilled, and individual components can be supplied.The contract is intended to consist of 3 years firm with 3 option years.
