Supply of spares to DSG Workshops.

Descriptions

Parts of military vehicles. The Authority is considering establishing a minimum of 3 Enabling Contracts to provide a means of supplying spares to DSG Workshops, primarily to DSG Donnington, to support assembly, repair, overhaul and upgrade activity. The scope of the Contracts shall be parts that are not codified to NATO Stock Numbers, parts that are not supported by Stores System 3 and codified parts where the value of the requirement is below 5 000 GBP. The majority of parts shall be required to support Armoured Fighting Vehicles but spares to support other vehicles, platforms and systems shall be included within the scope. The duration of the Contracts shall be firm for 2 years with an option to extend for a further year.The initial competition shall be conducted on a sample of items that are representative of the range of items in scope of this requirement. Tenderers shall be provided with NATO Stock Numbers and either a copy of the relevant FV drawing (where appropriate) or the manufacturer's part number, in which case Tenderers shall be required to source the items using ISIS.The Authority shall award the Contracts based upon best value for Defence. Full details of Tender evaluation criteria and the Contract award decision process shall be provided in the ITT.Post-Contract award, each of the successful Contractors shall be provided with a list of new requirements on a monthly basis. Each Contractor shall be required to supply prices and lead-times for those items within a specified timeframe. Line items shall be added to the Contract offering the most favourable terms. All items awarded to the Contracts shall then be further competed amongst the successful Contractors on an annual basis.The payment mechanism for the Contracts shall be commercial invoice.Any resulting Contracts shall contain a set of Key Performance Indicators to measure performance in areas such as delivery and quality, and shall include remedies for poor performance.In accordance with the Government's transparency agenda, the Authority shall publish the Tender and Contract documents online. Further guidance shall be provided with the ITT.
