Direct Payments are payments made by a Local Authority to individuals who are eligible to receive a service from Social Services. A Direct Payment assists people in managing their own support to improve their quality of life. They promote independence, social inclusion and enhance self-esteem by enabling people to live in their own homes, be fully involved in family and community life and to participate actively in work, education and leisure opportunities. Existing service users in Newport are supported by Independent Living Advisors to manage their direct payment and the associated administrative processes.Newport City Council is seeking to commission Support and Managed Banking services (payroll for service users that is robust and deliverable whilst meeting the needs of the Councils Direct Payments Policies and Procedures and the needs of our servicer users. There will be TUPE arrangements to be considered for existing staff.The Support service must include the provision of employment advice, help with recruitment, dealing with any problems or queries on behalf of the service user.The Managed Banking service must include payroll, management of banking and dealing with any issues relating to this service on behalf of the service user.The Council are interested in hearing from you if you are currently delivering support and managed banking services or whether, through your own knowledge and experience of the marketplace as a whole, you have a different and valuable perspective on service delivery and the needs of the service users in receipt of direct payments.In terms of current provision, Newport City Council currently has around 136 service users, across both adult and children services, and the value of these direct payments is approx. £1m annually.
