Support for Service User and Carer Involvement in the Transformation of Social Services in Wales

Welsh Government, working in partnership with Children in Wales and Wales Council for Voluntary Action, is seeking independent support for its arrangements to secure the voice of citizens at a strategic level in the social services transformation agenda as set out in Sustainable Social Services for Wales: A Framework for Action (SSSW) and the Social Services and Well-Being (Wales) Bill (the Bill).This is in response to a Ministerial commitment. The Deputy Minister for Social Services has given a commitment to involving service users and carers in a meaningful way in the work of the National Social Services Partnership Forum (the Partnership Forum), and in the transformation of social services in Wales.The successful contractor is required to provide independent administrative support to secure the independent perspective of a group of carers and people who use social services, specifically in relation to the implementation of Sustainable Social Services for Wales: A Framework for Action, and related legislation. The purpose is to secure involvement at a strategic level, in engaging with the Social Services Partnership Forum. We expect a variety of mechanisms to be used to secure the voices of people at this level. The key mechanism will take the form of a standing group of people, but recognising that the target audience is not a homogenous group, we would expect to see creativity and flexibility in engagement and support.The Welsh Government, on behalf of the Welsh Ministers, will be conducting this procurement exercise through the etenderwales portal https://etenderwales.bravosolution.co.uk.
