Flintshire County Council are posting this notice to ascertain the level of interest in the market to provide this service with a view to a possible full tender exercise in the future. If you feel that your organisation has the capability to deliver this contract please email claire.green@flintshire.gov.uk to express your interest or if you have any further questions about the information contained within this speculative notice please contact Claire Green on 01352 703725.Flintshire County Council seeks to procure the services of a provider for the purposes of providing a Supported Lodgings and Nightstop project providing accommodation and support to young people aged between 16-21 who are homeless.Flintshire would like to continue to use the DePaul model of Nightstop and Supported Lodgings. To do this the provider must be affiliated with DePaul to utilise the Nightstop and Supported Lodgings brand. This does have a cost per annum. The provider must also show:•Promotion of the Nightstop/Supported Lodgings model as a key strategy for the prevention of youth homelessness•Promotion of the development of additional services such as family mediation, Nightstop Plus, Supported Lodgings, floating support and educational services•An established Quality Standards Assessment programme•Regular forum meetings and an Annual; Conference to support the sharing of best practice•Training and advice on service development•Provision of resources including a database to collect national homelessness statistics•Regular newsletter•Ongoing support as required•A registered body for processing Criminal Records Bureau DisclosuresNightstop and Supported Lodgings both provide accommodation via using volunteer households, who be recruited by the provider. Flintshire are requesting the provider have 3 young people in Nightstop at any one time and 9 young people in Supported Lodgings at any one time.Night stop will provide emergency accommodation for young people aged between 16 and 21. Young people can stay in a Nightstop placement for between 1 and 28 days, until stable accommodation can be identified or the young person can go back home.Supported Lodgings provides supported accommodation to young people aged 16 to 21. Householders offer a room in their home and are able to provide a level of support to enable the service user to develop independent and sustainable living skills. This service is delivered in the Host’s own homes, and will each young person will have a individually tailored package of support.The provider will also provide a support worker who will provide the young people in Supported Lodgings and Nightstop support.Flintshire Council are proposing that the Supported Lodgings have a tiered payment system. Where householders receive a premium payment to have young people who have additional needs- these can range from mental health issues, physical health issues and learning difficulties/disabilities.This project is currently running under another provider, therefore TUPE implications may apply.
