This is a notice for social and specific services in accordance with Directive 2014/24/EU Article 74This procurement process is to seek suitably qualified providers that are able to support young people aged 16 to 21 that are at risk of homelessness, on to independence.The Council is Commissioning ‘Journeys of Support’ for Targeted support for homeless young people and those at risk of homelessness. This includes entrance into a ‘Core’ Supported Living Service until a young person exits the service as a self-sufficient adult who is able to manage their own tenancy.It is expected that young people will receive a package of support based on their assessed needs and reviewed regularly. This journey of support might require a young person to have intermittent levels of high support (for example following an accommodation move) followed by periods of reduced support, with young people having access to Floating Support as required when they move into their own tenanciesBidders are invited to submit offers to provide the service which will be provided within supported accommodation, service user homes, and any other appropriate location to suit the service user.The service must provide sufficient support to achieve the identified outcomes for:Lot 1 Broxtowe, Gedling and Rushcliffe (South)Approximately 50 individuals within a mix of core and cluster beds. 2 units within the core service will be designated as Emergency accommodation.Lot 2 Mansfield and Ashfield (Mid)Approximately 90 individuals within a mix of core and cluster beds. 3 units within the core service will be designated as Emergency accommodation.Lot 3 Bassetlaw and Newark and Sherwood (North)Needs data analysis shows that there is not an equal split of referrals across the Districts of Bassetlaw and Newark and Sherwood. Therefore the indicative split would be 60 % Bassetlaw, 40 % Newark and Sherwood.Approximately 29 individuals in Newark and Sherwood and 48 individuals in Bassetlaw. 1 unit within the core service in each locality will be designated as Emergency accommodation.The Core & Cluster premises must be provided at accessible locations within the localities identifiedThe contracts will run from 1.8.2015 for a period 5 years, with an option to extend at the Council’s sole discretion for an additional period of up to 12 months and a possible subsequent extension of up to a further 12 months.Bidders may tender for one or more lots. The scope and nature of the services required by the Council are set out in more detail in the Specification.
