Surrey County Council (The Council) is seeking tenders from suitably qualified suppliers for Family Centres and Family Resilience Services. The Council intends to procure contracts for the delivery of Family Centres and Family Resilience services for children, young people and families in Surrey from 01 April 2024. This will involve the creation of 11 new contracts to cover each of Surrey's 11 District and Boroughs (D&Bs) geographical areas. High-quality Family Centres and Family Resilience services make a real difference to the lives of children, young people and their families in Surrey. They provide children, young people and families to opportunity to build resilience, improve outcomes, prevent inequalities and prevent the need of more intensive and costly interventions. They also support positive outcomes for whole families. The scope for the recommissioned services will be: Children and young people 0-18 years or up to 25 years for those with additional needs who require lower-level support and or have complex needs that do not meet statutory thresholds for interventions. Children and families that live in Surrey. The basis for Early Help and Family Resilience services is noted in Section 17 of the Children's Act 1989 which places a general duty on Local Authorities to safeguard and promote the welfare of children. Surrey County Council's Helping Families Early Strategy (2020 to 2023) explains that the Working Together to Safeguard Children 2018 (statutory guidance) highlights that "Local authorities, under section 10 of the Children Act, have a responsibility to promote inter-agency co-operation to improve the welfare of all children. Identifying children and families who would benefit from Early Help." Furthermore, "The provision of Early Help services should form part of a continuum of support to respond to the different levels of need of individual children and families."
