Sustainable Community Engagement Pilots

Descriptions

The Flood Awareness Wales (FAW) programme has been operating since 2012, targeting communities at risk of flooding in Wales to raise public awareness of the local risk and help individuals and communities be better prepared so they can respond and recover more quickly from the impacts of flooding. The current FAW approach involves the completion of community flood plans supported by local Flood Volunteers. The programme has been highly successful with a tried and tested approach, but there are some limitations and challenges that need to be explored to inform and improve longer term planning and delivery.NRW is looking for a supplier/ organisation to deliver and evaluate short term pilot engagement work in 3 geographical flood risk communities within Wales. The pilots will test the new approach to community engagement by building on the Northamptonshire Pathfinder project approach. The engagement will focus on areas that we know are challenging (medium levels of flood risk, no or low public awareness of flood risk or high levels of apathy to the risk).A final evaluation report must be provided which must consider and make recommendations against the effectiveness and future applicability of both the new pathfinder and current FAW approaches as well as exploring and making recommendations on how local communities can manage their current and future flood risk in a more autonomous and sustainable way.Aims of the pilot:1.Test the new Pathfinder project approach in Wales2.Provide evaluation to include initial perceptions of improved community sustainability3.Make recommendations on preferred approaches to inform longer term deliveryQuestions…. Can you1.Deliver all direct engagement and associated evaluation reports by 31st March 2018?2.Provide evidence of recent community engagement you have delivered that is flood focussed and has been subject to elements of independent evaluation?3.Provide information on the background, experience and responsibility of each of the team members you intend to use to carry out the work, demonstrating their suitability for the task?4.Provide information on how you will manage and address the ethical considerations relating to the spec, specifically the short-term nature of the public engagement.5.Demonstrate how you will apply the National Principles for Public Engagement in Wales including full compliance with the Welsh Language Act requirements within proposed delivery and associated reports produced.Instructions to suppliers:If you would like to be included in the tender stage of this process, please email – Amanda.paton@cyfoethnaturiolcymru.gov.uk.
