National Highways requires assurance that the Handback Requirements set out in each of the eight Tranche 1 and 1A Design Build Finance and Operate (DBFO) Contracts will be satisfied. The assurance process commenced in October 2016. The Consultant will continue to provide this assurance by supplying the technical and specialist services set out below. National Highways has employed a nationally consistent approach to the completion of the DBFO Contracts. As the DBFO Contracts are nearing expiry any deviation from this approach presents significant risk to National Highways and the DBFO Cos. It is therefore vital that this consistency is maintained in the transition from the Consultant support Task SPaTS2-T0349 to this Task. The DBFO Contract timescales are fixed and it is imperative that the transition between Tasks does not expose National Highways to any additional risks or result in any drop in momentum at this critical juncture in the contract completion programme. The Consultant must demonstrate how they will guarantee continuity, maintain momentum and minimise risks to National Highways during the transition period.
