T30(17) (REIS) Independent External Evaluation of the ION Leadership Programme

Swansea University, as lead applicant for the ION leadership programme, now seeks an experienced external evaluator to investigate and report on the delivery and impact of the ESF funded ION leadership Programme, including the performance against the business plan, identification of key lessons learnt, innovative approaches to SME learning and development, and proposals for sustainable future development.On commencement of the contract, the successful evaluator is expected to undertake a full summative evaluation of the ION leadership programme. This should be completed by May 2018. The programme is currently going through a process of re-profiling with the potential for a project extension to December 2018 dependent on funding. If it is extended the expectation is that the evaluation requirement would continue. There will be no additional funding associated with this extension. As a result the successful contractor will be informed by December 2017 of the official end date of the programme and it is expected that data collection and reporting will remain flexible in the proposal to allow for this change.NOTE: The authority is using eTenderwales to carry out this procurement process.
