This tender specification sets out information for providers that wish to submit a tender to: •Work with companies to design, develop and accredit sector led technical programmes (CQFW accredited programmes) especially in areas of new technology and environmental sustainability for manufacturing•Deliver sector led accredited programmes (which includes full NVQs, VRQs, Units and or CQFW accredited programmes) that raise the level of employee skills The overriding requirement is to ensure that the right person with the right programme is being trained at the right time to improve productivity and competitiveness. This will be achieved by the provider network having the capability to deliver the right programmes to the right employees at the right time. All programmes must demonstrate a positive impact on productivity and competitiveness for the employer.With this in mind and against this background, a feature of the proposed work is that skills programme delivery, based on need at both local and national levels, will itself provide intelligence of future needs. Therefore providers must collate and share this intelligence with the relevant SSC to inform policy, strategy and tactics for both the private and public purse. The whole programme is built around partnerships (clusters of communities of interest) drawn from SSCs, providers (educational, vocational and professional), advisers and companies with the aim of delivering of the ‘right programmes’ to employees. The lessons learned about developing, partnerships, programmes and delivery will be cascaded across a much wider footprint in Wales. Timescale for deliveryProject will be contracted for the period 1 February 2011 to 30 November 2011. The project will pursue a line of work that aims to help companies prepare and follow an employee development programme based on company needs and supported by a sustainable business case. It will also unearth the type of evidence for the future development of companies that can make a meaningful contribution to the direction and scope of emerging policy and strategy. This lies at the heart of ‘Measuring Success’ as described in the report “A Wales that Works” by the Wales and Employment Skills Board (WESB).The Main Activities.The main activities for this project focus on providers, skills programmes, companies and intelligence. It will include the development of the provider network, supported by the SSCs in the Manufacturing Alliance and associated companies. It is expected that;•80 companies will form the first cohort of employers to be supported by the network of providers•3 SSCs (Semta, Proskills and Cogent) will be responsible for facilitating the work with these companies. •These companies will experience a measurable improvement in key value added activities.•A minimum of 500 employees will successfully complete a critical development programme that will become available at Level 2, 3 or 4 on the CQFW or linked to existing qualifications. (See point 4 Targeted Outcomes)•20 Providers and 200 provider staff, in the first instance, will form the core of the Manufacturing Skills Academy via a distributed Provider Network which will cascade learning between network stakeholders•The combination of project companies, providers, SSCs and programmes will provide the case study intelligence to form the basis of a self-sustaining Industry Skills Delivery System.
