Descriptions
Hull City Council (the Authority) invites qualified and interested suppliers to tender for the provision of a contract to secure a revised Targeted Early Help Youth Provision. The Authority is conducting the procurement using the Competitive Procedure with Negotiation procedure (CPN). The Authority proposes to enter into Contract(s) for a period of 5 years. No extension options will be available to this contract. The anticipated service commencement date is 1 April 2020. This service specification sets out the requirements for targeted youth service provision. The programme aims to deliver 'open access' venues, to cast as wide a net as possible to engage young people, but with a clear focus on increasing targeted early help support and intervention for those young people in greatest need and at the greatest risk of poor outcomes. The service will be divided into the following lots: Lot 1.Targeted Early Help youth provision, in open access venues, in the East of Hull. Lot 2.Targeted Early Help youth provision, in open access venues, in the West of Hull. Lot 3.Targeted Early Help youth provision, in open access venues, in the North of Hull. Lot 4.A city-wide Targeted Early Help Street Based and Outreach programme for vulnerable young people at risk of poor outcomes. The Authority is looking for a minimum of one provider to deliver services against each of the sub-lots (Lots 1-3), and one provider to deliver Lot 4. The Authority encourages consortia to deliver the contract for in order to provide value for money and the added value partnership working can bring. Under this contract the Supplier will be required to actively contribute to the achievement of social objectives. These include: skills development; employment and training opportunities within the locality of where the contract will be delivered. The Authority envisages that the staff working in the current service will transfer to the Service Provider or its subcontractors, under the Transfer of Undertakings (Protection of Employment) Regulations 2006 (SI 2006/246) (TUPE) along with the Services.
