Descriptions
Carlow County Council is seeking to appoint suitably qualified and experienced environmental and planning consultants for the following:(i)Undertaking a Strategic Environmental Assessment for the preparation of the Carlow County Development Plan 2021-2027 which complies with the principles and requirements of the:-SEA Directive 2001/42/EC-European Communities (Environmental Assessment of Certain Plans and Programmes) (Amendments) Regulations 2001, (S.I. No. 200 of 2001), amending the European Communities (Environmental Assessment of Certain Plans and Programmes) Regulations 2004 (S.I. No. 435 of 2004)-Planning and Development (Strategic Environmental Assessment) (Amendment) Regulations 2011, (S.I. No. 201 pf 2011), amending the Planning and Development (Strategic Environmental Assessment) Regulations 2004 (S.I. No. 436 of 2004). -Planning and Development Act 2000 as amended-Planning and Development Regulations 2001 as amendedReference should also be made to the DoECLG Guidance (PSSP 6/2011) issued on 26th July 2011 to each County / City Manager, Director of Services and Town Clerks in relation to Further Transposition of the EU Directive 2001 /42/EC on Strategic Environmental Assessment (SEA).(ii)Undertake all necessary analysis and reporting to enable the planning authority fulfil its requirements to complete all necessary stages of the Appropriate Assessment (AA) process as part of the preparation of the Carlow County Development Plan 2021-2027. The AA process must comply with all statutory and legislative requirements and best practice and in particular shall be informed by:-The European Communities (1992) Council Directive 92/43/EEC (the Habitats Directive) on the Conservation of Natural Habitats and Wild Fauna and Flora.-The Planning and Development Act 2000 as amended-Assessment of plans and projects significantly affecting Natura 2000 sites-Methodological Guidance on the provision of Article 6(3) and (4) of the Habitats Directive 92/43/EEC (European Communities
