Teen Health Service Evaluation

This is a market engagement exercise. Leicestershire County Council and Rutland County Council are seeking to assess the effectiveness, efficiency, and impact of their Teen Health 11-19 Services, which form part of the 0-19 Healthy Child Programme (HCP). The Healthy Child Programme (HCP) aims to bring together health, education and other partners to deliver an effective programme for prevention and support. The programme provides universal support to children, young people and their families aged 0 - 19 years, and up to the age of 25 years for young people with special educational needs and / or disabilities (SEND). In December 2021, commissioning of the 0-19 Healthy Child Programme (HCP) was split into a 0-11 service and an 11-19 service for Leicestershire and Rutland. The 11-19 service is now being delivered by the Children and Family Services department at Leicestershire County Council and Living Well Rutland department at Rutland County Council. The 11-19 service is now known locally as the 'Teen Health Service' and has been operational since January 2023. Now that the service has been operational for over two years, we are keen to independently assess the effectiveness, efficiency, and impact of the Teen Health Service in delivering key public health outcomes for adolescents. The evaluation will focus on the service's contribution to improving health and wellbeing among young people, the achievement of service objectives, and recommendations for future service development.
