Tender for an Interim Food Waste Treatment Contract 2010

Denbighshire County Council is seeking to establish a contract for the provision of an Interim Food Waste Treatment Service to the Authority. A brief specification is attached in the Resources Section of this notice.The Council is inviting tenders for a contract to treat approximately 1,900 tonnes of household food waste during the period 1st April 2010 and 31st December 2010, with the option to extend for a further period of 4 months. The method of treatment is not prescribed and solutions based upon in-vessel composting, anaerobic digestion or other processes will be considered. However, the Council will prefer solutions involving forms of biological treatment that meet the Wales Assembly Government’s definitions of “composting”, i.e. in-vessel composting and Anaerobic digestion.The waste will be source separated and collected weekly. It will all be contained in EN13432 compliant bags which are to be provided to residents. A food waste collection service is to be provided to 26,000 Denbighshire households from 1st April 2010 and it is estimated that around 1,900 tonnes of waste will be collected over the 8 month period.The Council is seeking prices for three options for the treatment of received food waste:Service Option 1: The treatment of food waste delivered to the nominated facility by the Authority i.e. a gate fee for processing. The Authority will be responsible for the transport element of this option.Service Option 2: The provision by the nominated provider of suitable containers for bulking, collection, haulage and treatment of food waste.Service Option 3: The provision of a reception point(s) for food waste within the Authority’s area, haulage and treatment of the food wasteAs Denbighshire’s immediate concern is about meeting recycling/composting targets, the Council will particularly welcome tenders from contractors that can treat food waste in a manner that meets the terms of the Wales Assembly Government’s re-use, recycling and composting indicator (WMT/001).
