TENDER FOR CONTINUING CARE RESPITE BED - NEATH PORT TALBOT LOCALITY

Abertawe Bro Morgannwg University Health Board (ABMUHB) has a requirement to award contracts for the provision of high quality nursing respite care for those patients in receipt of NHS Continuing Care and who live in the Neath Port Talbot Locality area. Such patients will have been formally assessed as having a primary health need in line with the Continuing NHS Health Care, The National Framework for Implementation in Wales 2010 (Welsh Assembly Government Circular: 015/2010), or will have been jointly assessed by both Health & Social Care as requiring emergency nursing respite provision.Contracts would be offered under the terms and conditions of the: Continuing Healthcare Contracting Framework for Independent Provider Care Homes. Providers must therefore meet all the terms, conditions as set out within the contract and all Schedules, supplementary standards and variations to the contract. These Schedules include:1.CHC Specification Containing Description of Service 2.Policy Compliance3.List of Equipment4.List of Training RequirementsThe populations to be served are those living within the locality of Neath Port Talbot, and exclude those living outside these parameters. This respite service is to be provided to persons over the age of 18 years at the time of assessmentThe provider will initially be expected to demonstrate and deliver the following: •Registered General Nursing Home.•A Variation Order to provide nursing care to patients aged 65 and under.•Full sign off of the Continuing Healthcare Contracting Framework for Independent Provider Care Homes.•Demonstrable flexibility and responsiveness to meet identified patient nursing needs.•Necessary skills and knowledge to provide nursing care to patients with rapidly deteriorating conditions. •Ability to promptly assess patient needs and provide accurate and timely care plans (Emergency Respite Only).ABMU Neath Port Talbot Locality will provide ongoing support and training for any skills/knowledge gap that exists for the provider. This precludes all mandatory training and relates specifically to specialist nursing skills required to meet identified patient need. As the current contract arrangements expire on the 30th June 2011, expressions of interest are sought from experienced providers to be considered for providing this service in the future. The procurement method will be by invitation to tender.The initial contract term will be for 12 months; with the option to extend for a further 2 x 12 month periods subject to agreement.
