Swansea University, as lead applicant for the ION Leadership Programme, seeks to commission an experienced and expert external evaluator to investigate and report on the delivery and impact of the ESF funded ION Leadership Programme, including the performance against the business plan, identification of key lessons learnt, innovative approaches to SME learning and development, and proposals for sustainable future development.On commencement of the contract, the successful evaluator is expected to undertake an interim streamlined evaluation by December 2018 and a full summative evaluation of the ION leadership programme by June 2020. It is expected that the successful tenderer will be informed by end of June 2018. It is expected that data collection and reporting will have a certain amount of flexibility if agreed by both parties otherwise the above timescales will stand.NOTE: The authority is using eTenderwales to carry out this procurement process.
