Term Service Contract for Confined Space Inspections

It is proposed that the Contract will be for an initial period of four (4) years to commence from Monday 2 July 2018 with an option to extend for an additional three (3) years. The three(3) year option to extend will be in periods to be mutually agreed by the Council and the successful Organisation e.g. six (6) months, twelve (12) months etc. It should be noted that the agreed periods will not exceed the maximum of three (3) years.The Council wishes to enter into a contract for the provision of inspecting confined space culverts greater than 900mm diameter/span including any other confined spaces identified. The provision of the inspections within a confined space comprises of inverts, soffits, abutment, headwall, training wall and any associated elements within the space. The inspection reports produced will enable the Council to prioritise repairs through an ongoing maintenance programme.The inspections will conform to:a) Health and Safety Commission publication “Safe Working in Confined Spaces – Confined Spaces Regulations 1997 - Approved Code of Practice, Regulations and Guidance” 3rd edition 2014.b) BD63/07 Highway Structures Inspection and Maintenance Design Manual for Roads and Bridges.c) Inspection Manual for Highway Structures May 2007 Volumes 1 and 2, TSO Appendix G referencing CSS Inspection Process Bridge Condition Indicators.Skills and Experience - All personnel are to be trained in accordance with the Confined Spaces Regulations 1997. Prior to any works being ordered you would be required to supply the council with training records/qualifications of the personnel to be employed for the inspections.The inspection team is to be competent in dynamic risk assessment as the inspection progresses. Many of the known defects may have worsened since the last inspection.One member of the inspection team and person to supervise and sign off the inspection reports must be competent for confined space inspections in accordance with BD63. At least one member of the inspection team will have five years prior experience of culvert inspections, reporting and some prior experience of BCI recording of inspections. CVs will need to be submitted as part of the formal procurement procedure.In addition the person signing off reports will have a minimum five years previous experience in culvert inspections and be qualified to degree level in Civil or Structural engineering.Note: At this stage the Council are only seeking Expressions of Interest from suitably qualified and experienced Organisations who may wish to participate in any future procurement procedure.Expressions of Interest must be e-mailed to Carl Bugler, Senior Engineer, Engineering Projects Group, buglec@caerphilly.gov.uk by12:00 hours on Friday 18 May 2018.
