TfL Supplementary Works Approval Process

Transport for London's Innovation & Advisory team works with market innovators of all sizes to help solve some of the challenges TfL faces where there is a need for more innovative approaches. Rather than prescribing solutions, we look to the market for creative, resourceful and novel ways of applying existing technologies to deliver better, quicker or more efficient outcomes. Transport for London (TfL) is seeking market feedback on potential solutions to improve the efficiency and customer experience of its Supplementary Works Approval processes. These processes include, but are not limited to, traffic management proposals, traffic orders, bus stop suspensions, and traffic signal switch-outs, which are required before a roadworks permit can be issued. The purpose of this Market Sounding Questionnaire (MSQ) is to explore the availability of off-the-shelf solutions that can: Consolidate multiple supplementary approval processes into a single coherent application or portal. Integrate workflows across multiple TfL business teams. Provide applicants with a clear, real-time view of all required approvals and their status. Use traffic management logic and network assignment techniques to identify which approvals are needed and which parts of the road or bus network may be affected. This MSQ is not part of a formal procurement process and does not constitute a call for competition. Responses will inform TfL's future strategy for network management and digital transformation. Interested respondents are required to email Innovation@tfl.gov.uk to request the Market Sounding Questionnaire for the TfL Supplementary Works Approval Process. Completed responses must be submitted by 12:00 (midday) on Wednesday 27 August 2025. Participation in this MSQ is not a prerequisite to, and will not prejudice, participation in any future competitive process. The information contained in this notice or in any communication made between TfL and any supplier in connection with this should not be relied upon as constituting a contract, agreement, or representation that any contract will be offered as a result of this MSQ. If TfL decides to progress with any procurement exercise, TfL will publish a separate contract notice.
