tfl_scp_000833 – Provision of Detection and Enforcement Infrastructure Maintenance Services.

Descriptions

The Contracting Authority intends to award contracts for the management, support, maintenance and replacement of a network of Automatic Number Plate Recognition (ANPR) cameras and other related services referred to as Detection and Enforcement Infrastructure (D and EI) to support the Central London Congestion Charging and Greater London Low Emission Zone schemes and other traffic monitoring and enforcement schemes. The process will compromise of two lots, which are: – Lot 1 Instation Service – This will include the supply, installation (build), operation and maintenance of an Instation and Servers (as described in section II.2.1 of this Notice) – Lot 2 Outstation Service – The management, support, maintenance and replacement of Enforcement ANPR cameras and Monitoring cameras including the support, maintenance and operation of all existing and new ANPR cameras and Outstations The Contracting Authority reserves the right to amend the scope of the Lot structure and scale of the requirement (in case of an increase or decrease in requirements) at any time during the procurement process, or over the term of the contracts to provide for additional schemes to include but not limited to: other road user charging schemes such as Ultra Low Emissions Zone, Road Charging; the potential for the combined procurement of the supply, install and maintenance of ANPR cameras and the supply, install and maintenance of CCTV cameras; and/or upgrades in technology for this or any other related or similar requirements from the resulting contracts or separately as appropriate. This requirement may also include but not limited to further additional services such as:(A) amendments to Instation and Outstation Systems to support possible further charging schemes;(B) amendments to the Instation and Outstation Systems to support new charging methods such as, but not limited to, distance based charging and time based charging mechanisms;(C) refresh Instation and Outstation Systems;(D) other relevant charging and enforcement schemes, including: (1) CCTV (2) river crossing; (3) interoperability with other road charging schemes; (4) non-standard Scheme charging options; and/or (5) European Electronic Toll Service interworking. Where an existing contract is in place for the Supply of Equipment, the Contracting Authority reserves the right to request that the Service Provider utilises this contract where it offers commercial advantage. The Contracting Authority reserve the right to use a TfL contract to carry out all Civils Works. The network communication between the Instation and Outstation is out of scope from this contract and will be provided by TfL's current provider. It should be noted that communication links between the Instation and other systems that need to receive data from the Instation (i.e. excluding the Outstations) may be procured by either TfL, the bidder, by the entity receiving the data or a mixture of all the above. Further details will be provided in the ITT documents. The strategic objectives for this procurement in line with the Mayoral Transport and Air Quality Strategies are:— ensuring reliable operation of London's road network while reducing congestion;— reducing harmful vehicle emissions;— improving journey time reliability; and— maintaining revenue from the Congestion The Contracting Authority reserves the right to award a single contract for both Lots, the details of the process of which will be provided in the Invitation to Tender.
