Tender for Legal Advisor to support the procurement of Waste Treatment ServicesSix local authorities in South West Wales have joined together to establish the South West Wales Waste Consortium. The authorities are The Council of the City and County of Swansea, Neath Port Talbot County Borough Council, Carmarthenshire County Council, Pembrokeshire County Council, Ceredigion County Council and Bridgend County Borough Council. Under the umbrella of the Consortium, Swansea, Neath Port Talbot, Carmarthenshire, Pembrokeshire and Bridgend have formed a procurement hub for treatment of source segregated food waste from their respective areas. There may be other local authorities in South Wales who wish to participate. The Council of the City and County of Swansea will be acting as lead authority for this procurement process.It is likely that the Consortium will also procure residual waste treatment services. The Consortium therefore wishes to procure a Legal Advisor in relation to the procurement of long-term waste management arrangements capable of meeting each of the participating local authorities’ obligations under the Landfill Allowance Scheme (Wales) and as proposed in ‘Towards Zero Waste’.Tenderers must demonstrate up to date and relevant experience of advising local authorities working on major waste projects. Tenderers must be experienced in local government law and practice and fully conversant with Welsh local government and the waste requirements with which the Councils have to comply. The Legal Advisor will be expected to provide a range of professional legal skills and advice throughout the procurement process.Applicants will be short-listed with the highest scoring three applicants being invited to give a presentation.
