Descriptions
Education and training services. Under an agreement held with the Skills Funding Agency (SFA), the Army receives a grant towards the provision of Apprenticeships to soldiers. The apprenticeship qualifications build upon the trade training and are a part of the soldiers' continuing professional development. This requirement covers the delivery of components of selected Apprenticeship Qualifications to personnel of the Royal Corps of Signals (R SIGS) and Associated Infantry; the Royal Logistics Corps (RLC); the Royal Armoured Corps (RAC) and Associated Infantry, and the Royal Veterinary Corps (RAVC); and the Royal Military Police (RMP).The requirement covers the delivery of components of the selected Apprenticeship qualifications that are not delivered by military staff or through mandatory military training. The Authority is seeking to select a Contractor or Contractors to deliver part of, or all of the requirements stated. Because SFA funding is provided on an annual basis, any Contract would be let on the basis of 1 year certain with 4 optional 1 year periods or parts thereof commencing 1.8.2015.As eligibility for SFA funding and the funding process may change as at the commencement of any funding year or on the implementation of new apprenticeship standards, the Authority reserves the right to review the contractual funding methodology. It should be noted that delivery of these requirements shall be wholly dependent upon the continuing availability of SFA funding. Bidders are to note there are expected to be fundamental changes which may require the Authority to re-let these contracts in one year's time (2016).The methodology and location for delivery of each of these apprenticeships varies according to the requirements of each Arm or Service. In general, delivery commences during a soldier's Phase 2 Trade Training and continues into their service in the Field Army.Potential Contractors will be required to ensure that their proposals for delivery allow for incorporating emerging Government initiatives. The Authority also reserves the right to review the delivery in response to the implementation of new apprenticeship standards/formats, regulations governing delivery/assessment or new funding regulations arising from the Government's apprenticeship reform process. The Contractor will be required to comply with all current and future Government regulations and Army requirements in areas such as eligibility, safeguarding of learners and protection of data. In addition, the Contractor will be required to adhere to current and future Army Apprenticeships quality standards, processes and Standard Operating Procedures.Outline details of the 4 separate Apprenticeship requirements are set out below. Suppliers are invited to express an interest in tendering for any, or all, of these requirements. The information given below is based upon historic figures, is indicative only, and cannot be guaranteed. ‘Average in learning’ includes those learners who are on an agreed break in learning, which is largely due to individual learners being on operational deployments or career courses. Specific Apprenticeships are described in the lots below.
