WCVA is inviting expressions of interest again from organisations that would like to develop and submit proposals to deliver high quality activities and opportunities for economically inactive and unemployed individuals that will result in positive outcomes for those individuals. This will be through the submission of a Pre-Qualification Questionnaire. Organisations that are already on the approved supplier list for the Convergence area do not need to re-apply, unless they are applying for areas or target groups they were not approved for in the first instance. The Engagement Gateway project aims to make a significant contribution to raising levels of employment and reducing economic inactivity in Wales. It will contract with organisations that engage with economically inactive people, many of whom will have multiple barriers; and prepare them for employment through the use of a range of activities that build their confidence and skills to move towards sustainable employment. The Engagement Gateway will encourage organisations to adhere to the principles of a work progression model, which emphasises the development of the individual, not just to equip them for today’s job, but also to provide them with the skills to compete in a ever changing labour market. All suppliers will need to demonstrate that they engage with those furthest from the labour market in order to give participants new skills and increased confidence that will enable them to become economically active, and which will also lead to greater social cohesion and sustainable development in the most disadvantaged communities in Wales.There will be three levels of funding available under the Engagement Gateway:Up to £25,000 – match funding is not discouraged but not required for this level£25,000 to £75,000 – an element of match funding will be required£75,000 to £150,000 – an element of match funding will be required. Our approved supplier list will be added to from organisations that successfully meet the requirements of the prequalification criteria. Invitations to tender for delivery under the Engagement Gateway will only be sent to appropriate organisations on the approved supplier list.Instructions to SuppliersOrganisations expressing an interest must complete and return the attached prequalification questionnaire in hard copy and return it completed and with the associated documents to the above address by 14:00 on 24 January 2011. An acknowledgement of receipt including a confirmation of documents received will be sent but WCVA will not enter into any further correspondence. It is advisable for organisations to ensure their submission is received well before the closing date to enable WCVA to send out the acknowledgement of receipt in good time. Please note: Organisations that are already on the approved supplier list for the Convergence area do not need to re-apply, unless they are applying for areas they were not approved for in the first instance. If your organisation does wish to add to its approved areas or target groups a full submission with accompanying documents is required.
