Wrexham County Borough Council, are keen to progress the development of the former Firestone Site on Wrexham Industrial Estate. In partnership with the Welsh Government, the Council is seeking to appoint a consultant to identify the development requirements for the site and undertake masterplanning work.To provide the scope of works required for this commission, it is envisaged that the successful consultant will require specialist input which may extend to provide the following disciplines and areas of expertise:· Civil Engineering Consultants;· Geotechnical, Geo-Environmental Consultants;· Utility Consultants;· Environmental Consultants;· Ecological Consultants;· Planning Consultants;· Cost Consultants; and· Other Specialist Consultants;The commission will be divided into two parts. Part I requires the preparation of a development framework and indicative masterplan for the site, informed by a detailed site analysis of ground condition (the full scope of which may only be determined during the commission following completion of the Phase I Preliminary Risk Assessment), utility capacity and ecology.The development framework and indicative masterplan should explicitly set out the parameters on site layout, development plot location, areas of - 2 - ecological protection and mitigation and internal infrastructure requirements. It should also make provision for a potential first phase of development where an expansion interest exists from an existing business on the industrial estate.Part II requires further detailed site analysis - of landscape and arboriculture – and an outline planning application. It should involve a refining and extension of the Part I masterplanning work to produce a final development framework and masterplan that also set out the parameters on landscape design and building form in addition to those requirements under Part I.Part II documents will be used as tools to attract private sector developer interest and guide future development.The commission will be led by the Council’s Assets and Economic Development Department. The commissioning team will also include the Council’s Planning Department and the Welsh Government (North Wales).There is a requirement for Part I of the work to be completed by Friday 28 September. A break in the commission of circa six weeks is anticipated before the Council can proceed with Part II of the work. This work should be completed within two months. The Invitation toTender documentation (which will be issued to those expressing an interest)outlines the scope of work (where known), its objectives, the work required, the timetable, the selection criteria and the terms and conditions.
