The Intermediate Labour Market (ILM) has been given the opportunity to deliver in additional geographic locations in the Convergence area of Wales (Ceredigion, Swansea, Bridgend, Rhondda Cynon Taf, Merthyr Tydfil, Caerphilly, Blaenau Gwent, Torfaen), therefore WCVA is inviting expressions of interest again from organisations who would like to develop and submit proposals to deliver high quality activities and opportunities for economically inactive and unemployed individuals that will result in positive outcomes for those individuals. This will be through the submission of a Pre-Qualification Questionnaire. A completely new approved supplier list will be compiled from this Pre-Qualification Questionnaire which will replace any previous approved supplier lists due to the addition of these new areas. Therefore organisations that are already on the existing approved supplier list for the North Wales (Convergence) area will need to re-apply in order to receive future tenders. The ILM project aims to reduce economic inactivity in Wales by investing in organisations to provide work experience and training for people facing barriers to employment. It will contract with organisations that engage with economically inactive people, many of whom will have multiple barriers; and prepare them for employment through the use of a range of activities that build their confidence and skills to move towards sustainable employment. The ILM will encourage organisations to adhere to the principles of a work progression model, which emphasises the development of the individual, not just to equip them for today’s job, but also to provide them with the skills to compete in a ever changing labour market. All suppliers will need to demonstrate that they engage with those furthest from the labour market in order to give participants new skills and increased confidence that will enable them to become economically active, and which will also lead to greater social cohesion and sustainable development in the most disadvantaged communities in Wales.The ILM will invest in organisations that are able to support and develop people who have become benefit dependent and those that face other barriers to work including:•People in receipt of incapacity benefit•Young people aged 16 – 17 years•Women who want to return to work•Black, Asian, and minority ethnic people•People with a work limiting health condition or disability•People over 50 years of ageThe ILM will invest in organisations that provide structured and relevant work experience and individual support to target participants. Contracted organisations will be expected to deliver personal development outcomes that result in a proportion of participants consequently gaining non-supported employment and/or nationally recognised qualifications.A new approved supplier list will be compiled from organisations that successfully meet the requirements of the prequalification criteria. Invitations to tender for delivery under the ILM will only be sent to appropriate organisations on the approved supplier list.The ILM will offer contracts for up to 12 months through the tendering process. Contracts will require organisations to provide outcomes to target participants in specific geographical areas through a period of supported employment. The ILM will issue contracts up to a maximum of £150,000. An element of match funding will be required.
