The Maritime Equipment Transformation (MET) team as part of the Ships Operating Centre (Ships OC) is seeking to meet the increasing challenge of balancing delivery demand against resource availability within the overall Ships OC transformation context. The MET Programme is planning to enhance the effectiveness and efficiency of the equipment management role and support solutions in order to deliver improved performance and value for defence.The MET team works closely with the Class Output Management and In-Service Submarine teams to support all legacy and, as appropriate, future warship and submarine platforms in the Fleet. The MET team also supports many other Customers including, but not exclusively, the Army, Royal Air Force, Ministry of Defence Police, Training, Reserves and Cadet forces.In August 2009, Industry were invited to propose innovative and cost effective solutions through a competitive market testing exercise to fulfil both the equipment management role together with the integration of the existing support solutions across the MET equipment ranges. In July 2011, the Investment Approvals Committee in conjunction with the Defence Board directed that the in-house ‘do-better’ option be taken forward in which the MET team continued to retain the equipment management role but would seek to further exploit the available scope for in-house continuous improvement.An Industry Briefing was held on 8.8.2012 at MOD Abbey Wood attended by over 75 Suppliers to communicate the next stages of the MET Programme.Industry will be invited to propose innovative and cost effective solutions to fulfil the requirements of the defined support solution against each, or a collective of, Lot(s) as defined below. In so doing, Industry will be required to work alongside MET who has autonomy in the execution of its role as the Equipment Authority (previously the Equipment Duty Holder) and Design Authority. MET will define and maintain long term strategic requirements for the systems and equipment and maintain a MOD focus for equipment safety and system knowledge. Industry, as providers of Technical Advice, shall be professionally competent and resourced to undertake support to MET safety reviews and to ensure that safety and environmental protection is not compromised by implementing (or failing to implement) where required; design changes, modifications, updates or upgrades.Spares Inclusive Upkeep contracts share some of the characteristics of a traditional Enabling Contract; they are an agreement between the Supplier and the Authority containing the terms and conditions subject to which the Authority may place orders for Articles or Services, or both. Differences exist between these contract types in the form of the types of Articles and Services that may be demanded. Specifically:Under SIU contracts Lots 15, 17 & 20, the Supplier provides:— New Assets, within an agreed lead time, upon request/order from Customer;— New Spares, within an agreed lead time, for Naval maintainer maintenance scope (e.g. on board ship) upon request/order from Customer;— Spares inclusive maintenance, within an agreed turn around time (TRT), upon request/order from Customer.and may also be asked to provide, where necessary:— Post Design Services (PDS) and defect investigation activity upon request/order from Customer.The duration of a SIU contract will be 7 years.The Lots have been determined through a detailed analysis of the equipment requirements, support characteristics and the feedback received from Industry during the review period.
