The Council has the requirement for the Provision of Childrens Centre Lead agency Services. The Council's Sure Start Children's Centre programme helps children and their families make a healthy and happy start from the earliest years of life. The Council is commissioning lead agencies to manage groups of between 2 and 4 centres across 28 groups of centres referred to as Lots, as follows: Lot 1 — Bishops Stortford and Sawbridgeworth, Lot 2 — Royston and Buntingford, Lot 3 — Hertford and East Herts North, Lot 4 — Ware, Lot 5 — Hoddesdon, Lot 6 — Broxbourne East, Lot 7 — Broxbourne West, Lot 8 — Letchworth and Baldock, Lot 9 — Hitchin and Rural, Lot 10 — Stevenage North, Lot 11 — Stevenage South, Lot 12 — Welwyn and Knebworth, Lot 13 — Welwyn Garden City, Lot 14 — Hatfield, Lot 16 — Borehamwood, Lot 17 — Harpenden and Rural, Lot 18 — St Albans East, Lot 19 — St Albans West, Lot 20 — St Albans South, Lot 21 — Dacorum Rural, Lot 22 — Hemel Hempstead West, Lot 23 — Hemel Hempstead East, Lot 24 — Leavesden and the Langleys, Lot 25 — Watford North, Lot 26 — Watford South, Lot 27 — Three Rivers West, Lot 28 — South Oxhey, Lot 29 — Bushey. Group 15, Hertsmere East is being developed as a pilot study to integrate health and children's centre services and therefore is not being tendered under this Contract.
