The Housing AgencyThe Housing Agency is a governmental agency focused on supporting local authorities, the Department of Housing, Local Government and Heritage (DHLGH) and Approved Housing Bodies (AHBs). The Agency also implements the Pyrite Remediation Scheme and is the interim regulator of the AHB sector. The Agency works closely with colleagues in the Department to ensure and support the delivery of Ministerial policy objectives. The Agency’s role expanded significantly following the publication of Rebuilding Ireland, the Government’s Action Plan for Housing and Homelessness. The Housing Agency is subject to the Code of Practice for the Governance of State-Sponsored Bodies and the Public Spending Code.Overall ObjectiveThe purpose of this RFT is to procure professional advisors to assist the Housing Agency, Local Authorities and AHBs complete building surveys and inspect properties prior to purchase.Required ServicesThe Housing Agency requires the following services: -• A detailed survey and review of all aspects of a property, and submission of a detailed report in all elements in the prescribed format (see below) with a summary page(s) and good quality photographic supports addressing:o Report on technical compliance – Building Regulations etc.o Report on technical compliance – compliance with the Housing (Standards forRented Houses) Regulations 2019 as amended.o List of essential repairs (internal and external) – these are items that either materially affect value or if not repaired immediately will adversely affect the building element and lead to longer term maintenance issues. Essential repairs should ensure that the dwelling can be occupied safely, and particular regard should be paid to fire safety issues.22o List of desirable repairs (internal and external) – these are less urgent items but which are required for the comfortable occupation of the property - and include painting, easing stiff casement windows, replacing an old boiler etc.o List of further investigations or lega
