Lancashire Care NHS Foundation Trust (LCFT) are inviting suitably qualified and experienced Providers to submit tenders for the The Provision of Primary Care Medical Services (General Practitioners) to prisons in Central Lancashire, North Lancashire and Merseyside. Following an OJEU competitive procurement process advertised in June 2014 by NHS England as part of phase 2, LCFT were selected as the preferred provider for HMP Liverpool and HMP Kennet providing prison health and social care. The 5 year contract commenced 1st June 2015 with NHS England having an option to extend for a further 2 years. LCFT are therefore the incumbent lead provider at HMPs Liverpool and Kennet, providing physical health, mental health, and substance misuse services in partnership with Lifeline, however LCFT are now seeking to appoint a primary care medical services provider as a sub-contractor to support the delivery of this contract from 1st April 2016 until 31st May 2020 with the option to extend for 2 years. LCFT are the incumbent prison healthcare providers within Lancashire’s prisons. Following an OJEU competitive procurement process advertised in June 2014 by NHS England, Lancashire’s five prisons are deemed to be phase 4 of the competitive procurement process. It is LCFTs understanding that it is now commissioners intentions to go out to tender in 2016/17, for a prison healthcare provider with a contract start 1st April 2017 for 5 years (option to extend for a further 2 years). LCFT are therefore seeking to appoint sub-contractor primary care medical services provider/s from 1st April 2016 until 31st March 2017, with a view to partnering with us to bid for the 5 year NHS England prison healthcare contract which is due to be advertised in 2016/17 as described above. The foremost aim is to deliver a patient focused legally compliant Prison Primary Care Medical Service (General Practitioner) to the prisons detailed below in order to meet the primary medical care needs of the prisoner populations to agreed professional standards. Please note that the procurement explicitly excludes a GP out-of-hours service beyond those contracted hours stated within the service specification. To support LCFTs transformational healthcare model underpinned by best practice clinical care and medicine management LCFT are seeking an effective, efficient, responsive primary care medical service provider/s to work as members of the multi-disciplinary teams within the above prisons. Provider(s) will be required to provide high standards of clinical care and excellent patient outcomes within a quality improvement value for money healthcare environment which is safety and security conscious; working in partnership with the wider healthcare team, prison governors/staff and commissioners.
