Under the European Convergence programme, the Welsh Government is seeking collaboratively planned and integrated projects that are more strategic in nature. Over the course of the past two years, officers of the Directorate of Education, supported by the Authority’s European Officer, have been engaged in the development of a regional strategic project titled the Regional Essential Skills for the Workforce project. The project is aimed at promoting and delivering basic skills to employed people up to Level 2 including ICT & ESOL. The project will be managed by the City & County of Swansea’s Lifelong Learning & Skills Service which will monitor and report on the compliance, financial management, procurement and delivery of the project across the Region to WEFO.It is envisaged that the Regional Essential Skills project will end 28 February 2014, however subject to additional funding becoming available the project maybe extended until 31 December 2014.The 5 Local Authorities that make up the South West Region are: City & County of Swansea, Neat Port Talbot County Borough Council, Ceredigion County Council. Carmarthenshire County Council, Pembrokeshire County Council, The Regional Essential Skills project is divided into 8 Lots:Lot 1 – Regional ESOLLot 2 – Regional ITLot 3 – Regional Basic SkillsLot 4 - Basic Skills SwanseaLot 5 – Basic Skills Neath Port TalbotLot 6 – Basic Skills CeredigionLot 7 – Basic Skills CarmarthenshireLot 8 – Basic Skills Pembrokeshire“Under this procurement the contractor will be required to support the contracting authority’s economic and social regeneration objectives.
